Should some class mastery passives scale based on need?

I see both a lot of people excited for what these upcoming masteries might mean for their class, and I see a lot of people worried that it will be too strong.
I was wondering if it was feasible to have the masteries scale according to what is needed for that character.

For example: Sorcs conservation of energy, which basically restores a large pool of resources per second, could be set up to scale higher with lower stats. If someone has really low resource recovery, the passive grants the full effect. If they have high resource recovery, they get a diminished passive.

Could an idea like this prove viable and worthwhile? Essentially passives that fills in gaps to allow a class to catch up with multiclassing and the class refreshes, but not be "too strong" for certain scenarios?

    Maybe I'll reask this idea once we have an idea of what has come to PTS... Just trying to get early feedback in.

    I think the Class Mastery passives should be overtuned, but I don't think Subclassing should go away.

    Your "pureclass" skills will never achieve what you can do with Subclassing, and vice versa — you can't get these effects if you're Subclassing. That is choice.
