Unable to proceed with Main Quest - Chasing Shadows

I seem to be unable to progress on the main story quest unfortunately. I've returned to the harborage and Lyris would like to speak with me but I'm unable to see her. I see her quest marker on my compass and I'm even able to collide with her, but I am unable to see or get a prompt to initiate conversation.

I've attempted to reload UI, re-log, disable all add-on's and restarted the game, exit the harborage and re enter. None of which resolve the issue.

Please help!

    Hi, the exact same thing kept happening to me as well... I re-loged each time it happened and the NPC would then appear, allowing me to continue to the next NPC...

    Strangely, no other toons were in my little instance, except horses floating around with no riders on them... really odd to see!

    Where I have hit the wall is the section where I have to "Talk to Abnur Tharn" in the Abandoned Cellar, at which point my toon is hamstrung / slowed and then rapidly dies, dead, down and out for the count with apparently invisible enemies attacking me which I can not combat!

    Each time I die, I take gear damage and resurrect at the bottom of the ladder, still taking minor damage for a few more seconds, so I will have to figure out how to proceed without dying.

    I'm assuming there must be some game mechanic I have not figured out just yet..

    I too am stuck here, I have to Go to the Harborage - but have no idea how to get there.

    OK, here is what I did to get it working correctly for my toon, so I could complete the main story quest line "Chasing Shadows" which until I figured out it wasn't me, presented a lot of challenges / glitches.

    I couldn't complete the quest line due to, no NPC's at the designated markers, being killed by enemies in the Abandoned Cellar that I could not see or target to defend my toon, horses with no riders floating around etc...

    So I Quit back to desktop from the in game menu, restarted PC, opened up the ESO Launcher, chose Game Options, then chose Repair.

    The repair option downloaded some files for my system, installed them, then when I logged back into the game, it worked perfectly, NPC's available to talk with, enemies to defeat and ultimately, complete the quest and move on.

    This fix worked for me and the problems I faced with it, so good luck and I hope if you try this repair option, it also works for you.
