Legendary tempers can't be THAT hard to obtain...I've gotten one just from a hireling already, and I was only level 18 at the time.

They are probably hard enough to get that they are still valuable though. I don't plan on every [sic] creating Legendary gear with anything less than 100% success chance. And I expect a lot of people will be like that.

I too will be like that. However, I too got a tempering alloy in either my first or second shipment, but have only gotten one more since (with the 2nd level hireling and about 3 weeks).

Edit: After renewing my subscription for a month, I did finally get level 50 blacksmithing and the third level hireling, and it seems like I get tempering alloys around 3 times a week, but I'm probably overestimating.
