It's a very old meme from 2009.

This is the official discussion thread for, "Stalk Tamriel’s Horrors to Earn Spooky Rewards During the Witches Festival Event"
"Hunt monsters and you’ll unlock bonus in-game rewards during this year’s Witches Festival in-game event!"
The Lord of Fear ending in group events at a dungeon like location was an insult to those who have played for decades and prefer solo runs. The consistent pushing of group play and guilds has me questioning my loyalty for this brand. I am thinking I could do better in spending my game budget on a game that isn't ran by groupers.

I, personally, really enjoyed the solo part, and I found the group part fun the first time, just as it was something new - but the group part is what makes me not want to repeat it, because it turned out to be quite a hassle with random people who don't really know what's to do or what's going on. It's truly a pity since the first - and much longer - part of the quest is awesome. Guess I'll never see it again.

Perhaps their should have been a reward after the solo part so those that do not enjoy group chaos could feel accomplished for completing the feather collections and maybe the Lord of Fear part.
I avoided both but assisted my friend in get into a Pug. He did not enjoy the fight at all and the reward for him was too low. (He could have received better doing an undaunted dungeon.)

It can be done solo, its just a hard long fight and you need to survive the hunt phase.
Its best done in either a group of 2 or 3, or done in a group of 12.
Its also pretty standard for an MMO to have group content in it.

A traditional misspelling of ‘spooky’, which is to say they spell it that way on purpose.

No, Lord of Fear cannot be done solo. I do get tired of hear this. Not all players have dungeon gear. Some, if not most, are playing with overland purple.
