While it is annoying, you can use the free Respec scroll you get from the quest, a Respec shrine or the Armory (make sure not to overwrite the build you wish to load) to revert any Subclassing changes you made with this quest.

If you have a character of every class, you can't finish the quest.
In order to finish the quest you have to tag a skill line for subclassing that you have never used on your account before. If you have all the skill lines on your account because you've either used them all in subclassing or had a character of each class at 50, you can't do that and so the quest is stuck in your quest log forever.....

You've just mentioned a couple of un-abandonable quests, so this "feature" is already in the game. If it were the only quest you couldn't abandon, then there would be an argument for needing an answer.

ZOS: Multiclassing was a success; look at how many completed the necessary quest!
I guess this is how things got changed.

There is no such thing as a "pure class" linked to your characters files.
Just finish the quest. This is a self-created issue.
Customer support is busy enough with actual technical issues. Mods and community managers don't need to be linked to create a false sense of urgency for something that isn't an actual problem.

It’s there for everyone because that’s how the devs intend it since it’s account-wide. But unless you do the quest, it will be greyed out for that character.
 I'm not the problem; something is wrong and needs to be fixed. Brute force could be considered as a workaround but that's not fixing the problem.
