Seems after you talk to Uteskei and he asks you to untie him from the altar in this quest for the Ebonheart Pact it still points to interact with him and you cannot progress, this is not a every once in a awhile bug theirs a group of 50 people standing ontop of him relogging every minute to see if it'll fix the bug to no avail.. cannot progress this storyline.

    encountered the same problem just now (dragonknight, ebonheart, lvl 26, two-handed weapon)

    I was able to pass this quest. I had to kill Desatana (or something like that), after speaking to the angorian that is being sacrificed. This triggered the next part of the quest line.

    This also failed for me... I was in a party with another player who was not near the quest zone which might have had something to do with. Quit for 15 min, re-logged, dropped group, and then the boss appeared--killed her and Uteskei was rescued and the quest progressed forward.

    Still bugged this. Was there for 30 min this morning... tried abandon and get the quest again but nothing

    edit: Figured I'd give it one more shot and it worked. Moral of the story is, whining helps a little, a lot.
