Ult generation passives put each other on cooldown

For example siphonings transfer will put earthern hearts mountain blessing on cooldown for 4 seconds and vice versa for 6 seconds, the respective cooldowns for both passives

For some reason catalyst from siphoning doesn't trigger the cooldown.

It's weird. A weird interaction that I've never seen referenced anywhere and I don't think is supposed to work the way it does

That’s intended, and one of the few balance changes that were done die to Subclassing. See the U47 patch notes.

The issue was that stacking those passives was one of the major issues why Subclassed builds are stupidly OP right now. The idea in week 1 of PTS was to just convert them all to Heroism, which would have just been an unnecessary nerf to pureclasses. The shared cooldowns was the compromise to not nerf pureclasses but still not allow stacking of passives like that.

I hope they eventually do the same for other passives like those that give free crit to make things more balanced.

I didn't see any changes about them adding all those passives on the same cooldown, just they were gonna change to heroism then reverted it

The added ult is drops in a bucket compared to just light attacking and stampede. I enjoy the mini game multiple sources would give me and now I can't do it

    Update 47 patch notes
The following passives granting unique forms of Ultimate when meeting their conditions now have similar effects. With this change, on cooldown, they cannot be stacked.
    • Affects the following: Prism, Transfer, Mountain's Blessing, Savage Beast, Implacable Outcome, and Corpse Consumption.
    • This cooldown works by taking the first effect to activate and using the cooldown of that effect to prevent any of these other effects (including itself) from activating for the listed duration. If you have Corpse Consumption and Prism and trigger Corpse Consumption first – you will not be able to trigger either for 16 seconds. If you trigger Prism after that cooldown window, the next cooldown would be 6 seconds.

The reasoning behind it from an entire PTS thread:

We've seen a lot of your feedback about some of the class and ability changes that are currently on the PTS for Update 47. We hear your frustration and confusion about why some of these changes are being made, and we wanted to give you some additional context.

We also understand that having to continually update builds with every patch can be tiresome and can detract from the fun and enjoyment of playing the way you want, something that is a part of ESO's DNA. In considering the community’s feedback, we will be making the following changes starting in an upcoming week of the U47 PTS, sometime after PTS week 2.
    1. Since the release of U46, our aim has been to prevent excessive ultimate generation by limiting the newer sources that Subclassing introduced, but with a more targeted approach that doesn't hurt those who aren't Subclassing. An upcoming PTS update will address the feedback we've seen with the following adjustment:
      • All class passives that were adjusted to a Major or Minor Heroism effect are now once again unique ultimate sources. However, the passive abilities that generated Minor Heroism during week 1 will now share a cooldown — so they cannot be stacked.
        • We originally discussed this before the week 1 changes but feared the gameplay experience with these effects would result in confusing and jarring gameplay experiences (since passive cooldowns cannot be messaged clearly), but we've seen a lot of discussion that suggests we likely over-worried about that.

Ty for taking the time to post all this. I think it's a stupid change, but at least it wasn't a bug or oversight in design
