Kazpian's Cruel Signet bugged

Kazpian's Cruel Signet set isn't proccing off blighted blast bones, detonating siphon(aoe damage portion), flames of oblivion, standard of might, etc. I'm sure it's other abilities that's performing the same as well besides Fatecarver and its morphs but it's a loss to people who aren't using beam, please fix.
