It's fun to get big hits with it but don't really see the balance. Do we really need more incentives for backbar blocking? Isn't the ability to tank big hits and immediately transition to offense enough of a reward? May even try it out on non blocking builds as 33% is a very large increase, but you will obviously get maximum value with S&B/Frost backbar. I just find it strongly incentivizes the "turtle till burst" meta that already dominates. Being rewarded with a 25k Power of the Light while holding block is just silly. At the very least, 5 seconds is too short a cooldown imo.

The one sentence you used to address Riposte actually proves my point, that S&B/Frost backbar is heavily incentivized in this burst meta (and in PvP in general) and doesn't need damage modifiers of 33% every 5 seconds to justify using.
