Help! Which quest is right?

Quest is Pledge: City of Ash 1. My templar has a journal log which logs like this:

My other characters have a quest that looks like this:

So one has an Optional Extra, and one does not. Which is the one that ZOS expects ordinary players to get? I'm writing for an add-on, but if the quests are kinda ad-hoc like this, I'm not sure what to do.

Scroll of Glorious Battle is Hard Mode on the final boss for the Veteran version of the Dungeon. Are the other characters set to Normal for grouping purposes?

None of the characters are currently in an actual group, but that is a good observation. It may be that the text changes IF the current grouping is set to veteran. I will go check that, thank you for the suggestion.

Alas, it is not that simple. Changing to vet does not change the text to include the hard mode challenge. I have tried it on a couple of characters now. And if I change my templar back to normal mode, the Optional Steps text remains.
