Threads of War and Sorc Overload Heavy/Light Attacks

Does anyone know if ToW set buffs Overload Ultimate Heavy and Light attacks or if it is just 'weapon' attacks?

So I knew the set allows werewolf to proc hemorrhaging on both light and heavy attacks, and I just tested. It works on overload light attacks, but not heavy attacks.

I am betting it's because the heavy attack on Overload is an AoE. Thanks for taking the time to test.
