Multi Target scrip?

When did they change from buying this script from the vendor to turning it into an RNG daily grind to get it? I have 2 characters that bought it from the vendor. I have never done a daily quest in this game. So far, I haven't gotten this as a reward in a month. Why did ZOS change how to get it? So, on a new character, do I have to grind RNG for it?

✭✭✭The vendors sell Scripts on a rotating cycle, with the exception being the Class Mastery Script, which is always available.
If the Script you want isn't currently being sold, you'll either have to acquire the Scripts through content (a variety of content will reward the Script type you're after, and it will always be curated to that character) or buy the unbound version of that Script directly from players, which will cost a lot more.PC/NA — Lone Werewolf, the EP Templar Khajiit Werewolf

✭✭✭✭✭The vendor's stock rotates. If you bought from vendor in past, that seems like luck that it was available week you were looking for it. Other than that, it drops from Zone Daily Delve Quests and from Mages Guild Daily Quest. They are curated drops, so make sure to run on character who needs that script, not a character who already has it.1 -

The vendor where you make the scribes sold it to two of my characters. But I didn't know the stock was rotating. When I made a new character, the script was no longer being sold.0 -

The vendor where you make the scribes sold it to two of my characters. But I didn't know the stock was rotating. When I made a new character, the script was no longer being sold.
If you are into buying the scripts (as in do not want to do dailies), then you can also keep an eye on Filer Ool in IA and the TelVar merchants in the Imperial City Alliance bases. They also offer scripts for archive fortunes/tel var, and their inventory also changes weekly.0 -
