Can we get "moveable" UI in base game?

Can we try to get the UI elements such as Skill Bar and Attribute bars moveable in base game?
So far I am using addons for just moving the base-game bars and it improves the game so much.
Since addons drain performance alot over time i try to minimize addons wherever possible.
Perhaps this could help to customize your UI without overly dependance on addons.
