Will Werewolves get double spec bows too?

Sound crazy right? But is it? It's just a skill that sits there slotted, not doing anything until enough attacks are made to activate it. It's not a weapon. It's magic. Werewolves use magic for a heal, so why not for double spec bows with a melee range heal? If it's reasonable for a human form player, it should be reasonable for a Werewolf (weaker) form player.
