Can't Summon Horse

Currently unable to summon my horse.
1. I've tried restarting the game from multiple locations
2. Tried rebinding the horse key to a different key
3. Tried transferring to a campaign to see if that would do anything.
So far none of these has worked and it is really incovient to travel without a horse.
