A question about Roksa the Warped Arms Pack

Roksa the Warped Arms Pack is avaible in the store and usually this mean that the corresponding style page for the helm should drop in Bal Sunnar and the shoulder should be sold by the undaunted merchant.
I can't find the shoulder for sale or the helmet in the stores. Is this a bug? (wasted 30 keys for nothing...)

In addition, are these weapons supposed to emit any light/glow?

Their yellow-green visual effects seem to suggest that they should - but from what I could see the other night, there is absolutely no light or glow being emitted from the weapons.

It makes for a very fake/superficial flat look given the bright yellow-green visuals.
