Guildies unable to deposit items into guild store

every rank has been granted the ability to deposit but somehow the lowest rank cannot deposit into guild bank. this issue has been around ever since the beginning of early access and still persist. what to do?

here is a screenshot of one of our low rank members trying to deposit with no luck. and i say again: all ranks have the authority to deposit. why doesn't it work?0
