Maybe it's just me then, but I think the Disguises don't look as good as most Costumes. Also, as there's no favourites on Costumes, it makes harder to find the Costumes I like. Furthermore, maybe it's just me again, but I can't even figure out now which Disguises I already collected and the ones I'm missing. Like I said, I like to have the Disguises in the Collection, but clearly Disguises aren't the same as Costumes, otherwise it wouldn't have been named differently until now.
The converted disguises (now costumes) were added to the same costume category because that is how they function now. And we will refer to them as costumes moving forward. Understand the thought of breaking them out into another section, but we would likely run into naming convention issues, and building out new parts of the UI for something that is the same section, just called something different. But the main point being that they function as costumes now and should be in the same section not only function, but player clarity as well.

I mean, most were disguises designed for the player to blend in as a peasant/bandit/cult member, so they were mostly very simple designs with exposed stitching, and all in low res since they were part of the early quests. I think most of the ones I unlocked are identical to base game armour sets, and very similar or identical to some existing costumes which use the same armour sets.

I see. Thanks for the reply. Anyway, I just noticed that we can in fact set favourites in Costumes like in Mounts. I didn't know that. So, it mostly solves my issue. But I didn't figure out yet if there's a way to track the missing Disguises, because I don't think they are listed among the "Not Collected".

I printed off a list of the converted disguises from the patch notes, and then checked each one in my costume list. It would’ve made it easier if I had re-sorted the list alphabetically by disguise, but I didn’t think of that in time. And keep in mind that most of the names have changed from the word disguise to armor, garb, etc.. I do believe the northwind disguise kept the word disguise in its name.

I have about 23 Disguises in one character's inventory. Somehow 2 disguises were added automatically to the list and converted to a costume. But I'm not understanding how to add the others. I tried equipping all, but it doesn't seem to work.

The costumes come from the achievements for completing the quests, not from having the disguises in your inventory, so it will have unlocked when you switched to the character who completed the quests.
I've never kept any of the disguises and I got a bunch of them unlocked when I logged into each of my characters, because they'd completed the quests.
