Interesting. Back in October when I cancelled my Ultimate and was forced to drop down to Core because MS had not yet released the redefined Standard tier, I lost ESO as a playable game completely and ended up buying it. I've been looking for a list of games currently included with each tier, but it seems to be impossible to find one without being subscribed to that specific tier.

If you scroll down you'll see a few of the games currently on Core and ESO is one of them. From experience these seem to be the base set of games with new ones added occasionally. I only have Core myself and my 2nd ESO account plays for free through Core.
