Such a shame that this is likely yet another costume that was well-designed for female characters then half-heartedly converted for males. Apparently whoever thought everything needs more flaps also decided "just slap the bra-plate on him" is good enough for us.

Ring of Mara allows a minimal version of that. Anything beyond that is a third party "addon".
ZOS never took the time and effort to develop romance options in the game. Between the PC and NPCs, it is really up to the imagination.

With the upcoming Golden Pursuit outfit reward, that's 2 in a row now that were meant for female characters that have no male counterpart. I know there have been a few others over the years as well, I just can't remember what they are called at the moment.
