I have lots of questions about the PTS, so trying to ask as little as possible because there probably are a lot of questions I will have later on, I have just read bits and pieces of info about the PTS, so how much would a new computer cost to run the PTS? I really have no working knowledge of the PTS, does a regular ESO account work, does this require two accounts, can the PTS build a new chapter is what I am asking like the name Kcrolim? I remember seeing glimpses of the PTS on Steam, but I can only run on Cloud Gaming

You can access PTS through the launcher by enabling it in settings if you're on PC, but what you're doing is basically downloading a second instance of ESO that only has one server on it. If you have the space for it, then you can run the PTS. In the month before a major content update, ZOS wipes the PTS server and copies characters from the NA live server to let us test the update, then halfway through, EU characters are copied over. You have no additional powers on the PTS compared to Live, except for infinite crowns and access to template characters.
