Think I might just be blind or something, but since the quest isn't in the market I've tried to find him in the Aldmeri Dominion Fighter's Guild in Vulkhel Guard ( On a created, and two previous AD characters), but I don see any quest Icon or the NPC around the grounds or in the building.
Anyone have an exact location for where the NPC is?
