Reaper Strikes bug

I've completed both steps of the Prologue quest (A Guild in Crisis and Justice for the Fallen), but I haven't seen a Reaper's Strike - I still get only Dark Fissures.

Do I need to do another step to unlock Reaper's Strikes, or is this a glitch?

Tried in Eastmarch and Rivenspire, only dark fissures so far on the PCNA live game

Back while testing the Solstice prologue on PTS I'd tried approaching Razawir from multiple directions at the Alik'r site, but couldn't trigger this line from Skordo:

He's just fired it off after telling me he'll meet me outside the Sisters of the Sands, while I'm leaving.
(Occurred on PTS-EU)
I then abandoned the quest and reran it to approach from that direction, and the line triggered correctly, but surely completing the dialogue with Razawir should disable the line if it hadn't already been triggered?

Once we arrive in Shornhelm Merric should already be chasing after the cultists in the tunnels beneath the Mages' guildhall, but he's still visible in the Fighters' guildhall's basement (I think he spawns here after one of the early stages in the FGQ?):

And he's still there once we've progressed the quest and been told he's chasing the cultists:

And then after Merric has been killed, if someone sprints they can chat to him while these lines are being spoken right above their heads (which I thought had been resolved in an earlier version of U46? EDIT: Nope, just realised that was when I ran it on an alt who hadn't done the FGQ):
