Welcome to Cyrodiil quest won't start

I started a new character on both servers this week on PS4. (Both characters are named Dorcas Tabitha.) When they reached level 10 they travelled to Cyrodiil with the intention of picking up the Welcome to Cyrodiil quest. Speaking to the relevant NPC (Arcarin in Dominion; Olvyia in Pact) did not give me the quest nor remove the quest marker from their head. Very frustrating. I tried speaking to Fangil etc and receiving the repair kit and using it; even tried practicing siege weapons and tipping oil - nothing. Had to leave Cyrodiil as pointless being there.
