Ulti generation messed up in PvP. Level gap issue?

So after hitting VR2 I decided to make my way into Cyrodiil. What do I find? The change they made to combat powerleveling in the past few days also is effecting players of a large level gap in PvP. So basically right now as it is, I can light/heavy attack, spam AoE abilities and hit 50 people and gain 0 ultimate as a DK who needs constant ultimate usage to sustain my stat pool via battle roar. The only ultimate i seem to gain is from killing blows.
Any other higher level people out there able to confirm this or anyone else at all? Very frustrating.
