it only happens in Cyrodiil, I can't work out if it's an addon or a setting but these blinding patches of ground make it difficult for me sometimes to play.

If you're getting the Purify synergy, that means it's a friendly Templar Ritual circle, so you just have your friendly AoE color set to white and the brightness set to 100%3 -
