Lost Quest Completion Progress?

I believe I last played in April of 2021, although it could have been 2020. 2 main things I'm wondering about.
1. I was able to accept and complete the starter housing quest again on my main, but since I had the house, I just got some gold. Did this quest reset for everyone? I've heard of people have progress lost or reset in small instances, but just wondering. My skyshards and most other completion seems fine, although I think some other quest completion progress may have been lost. For example, I am 100% I did a battleground tutorial type quest before, and now I see a new one for me? Could be a new quest, but unless it was added recently, I'm thinking it was an old one. All of this was done on my main, so it is not like I did it on an alt.
(If the sticker book was implemented around or after April 2021, please just let me know, and that answers this second question.) 2. The sticker book/item collection progress tab. I opened it up, and it seemed almost completely empty? If this existed in 2021, and I got to CP level 296 or so, how come I don't have a ton of progress with this? I would have been binding/vendoring/deconstructing those items, so I would have been getting progress. It may just be a new feature, so my apologies if so.
