The problem with campaign lockouts during regional off hours is that it prevents anyone living outside North America from participating in Cyrodiil. It also prevents any "late nighters" living in North America from playing Cyrodiil. You might think that's the whole point of the lockout and these other players can play a different campaign. But due to limited population, there is only one main campaign that everyone joins (Gray Host). It needs to be open 24/7 to support all players.

Normally the word discrimination is used in the context of race, gender, ethnicity, etc. It's not used if you can't play a feature of a video game during a particular time slot. I often play Cyrodiil during the middle of the night (3am). A lockout would prevent me from playing during this time but I wouldn't consider myself discriminated against. That's a bit much.
"PC NA" implies a tailored experience for players living in North America but that's not really the case. There's a few things configured to benefit NA players, like the daily reset at 2am pacific, but Cyrodiil is not one of them. That's why OP and many others are frustrated with the night capping. They're fighting guards and sieging doors with no enemy players in sight. All of the hard work battling for 16 hours is lost overnight by players who have no enemy resistance. This is a serious design flaw.
