FPS Freezes - Lag Spikes

I've tried all possible combinations of graphics settings; disabled Windows 7's themes and even tried windows 98's theme but still get the same problem.
Whenever I look into the direction of an NPC and their "Healthbar" at the top loads I get a spike for about 0.5s - 2.5s. It doesn't happen on any other occasion but obviously when there's a lot of NPCs and a lot of fighting the lag can get quite annoying.
I've tried setting the RequestedNumOfCores to "0" like some fixes have stated but with no avail; I've tried Vsync on and off; tried turning off nameplates and otherwise. Any ideas how to go about fixing this?
