Update 43 Skill Styles RNG?

So I went looking for the Silver Bolts, Vibrant Yellow -Fragment of the Obsidian Scar.
I Killed the Group Boss a few times got regular drops each time, but not the fragment.
So anyone know if the fragments for the new skill styles are they RNG or are they borked?

✭✭It took me a few tries, but the fragment from Obsidian Scar eventually dropped from the group event boss.
