Proper skill not leveling up

I just noticed this on a new character. I use Endless Fury constantly, and I rarely use Lightning Form... but Lightning Form has progressed to level IV and Endless Fury is still at 1 without any bar progression, Is this a bug, or am I doing it wrong?

Endless Fury is the morphed version of Mages' Fury. Once you morph a skill they level up significantly (I'm going to stress significantly again) slower than before. It takes quite some time to get a morphed skill to level up even once.
