The live stream last week said it would be available Monday, but it's still not up. It says it's having "maintenance."

✭They never give a specific ETA for PTS. If there's a lot of clamoring in the PTS forum there may be a "this afternoon" or "in a couple of hours" or "soon" post. Patch notes almost always go up before it opens so check for that https://forums.elderscrollsonline.com/en/categories/pts0
