It isn't that they don't care. It is that players keep asking for things that at this time are not possible.
Take the furnishing bag, for example- it'd work exactly like the craft bag, and put no additional strain on the servers at all because having 10 of X furnishing in your furnishing bag would be the exact same as having 10 of X furnishing in your inventory.

Actually it is. It's not been a very common request but there have been threads in the past asking for ways to visit all of a player's houses, not just the primary.
I had no interest in this feature before launch. Housing isn't something that hooks me. I make one house, put what I need in it, and that's it.
However, I kept seeing one of my fave houses pop up in the listed bit, Cliffshade. I must admit, super impressed at some folks builds, and has given me a bit of an inspirational bug to do something else with my house.
I'll be getting ESO+ again near Christmas when I have some time off and actually giving house decorating a proper go. I guess for me at least, this feature has had a desired effect. Thumbs up, ZoS.
