This does not sound simple and would be a huge resource drain.
The characters could be rendered exactly the same way players are. However, that would load the server much more than a typical npc would, so they wouldn't want to.
It would be a small performance hit for one player housing instance, but if every time someone went into their home the server had to load data for the idle character guests and transmit it to the client(s), the combined server load for all housing instances would be significant.
It's just not worth it.
