We don’t have a chest piece that has a tabard wrapping around under the arms, or legs that would pair with anything like that.

I would say that the most iconic pieces of the style do not exist in-game, not even remotely.
You're right. The most iconic styles are missing. I present to thee, Pelinal Derpstrake.
The chest doesn't exist but you can use Hexos for the ruby gem or Steadfast for a built-in tabard without ruby. There may be a guild tabard as well but not sure.
The shoulders do NOT exist in game at all. I looked at hundreds of styles and the Pelinal Whitestrake shoulders just aren't there. So you have to just find something that might work.
The helm is close but missing the wings.
For the arms and boots, you can use Knight of the Circle or any of the other "knight" styles like Pelin's Paragon or w/e.
Yes it would be nice to have the real Pelinal Whitestrake style or costume.

Yeah I’ve experimented with all kinds of style combinations to try to achieve the most “knightly” look and I feel as though most just fall flat.
Having access to a Whitestrake Polymorph would be amazing because you could wear a tabard under it.1
