Shield Throw (Lingering Torment)

The most recent patch notes state that lingering torment on skills that affect multiple targets will have its duration at 20 seconds, but if the skill only affects the single target the duration will be 10 seconds.
So, If you select the Multi-Target script on the shield throw should the lingering torment effect increase the duration to 20 seconds because it is now no longer a single target ability?
