I was so happy when they first brought the paintings for ESO+ and I still enjoy every single one! The statuettes are also nice for decoration, but large pictures are so much better for the countless bare walls of the houses.

Yes it is free. I didn't subscribe to ESO Plus for the paintings, but for a lot of other stuff.
So the paintings for me are a gift, are free.
What would I call it then if I'm an ESO Plus member and still had to pay for those paitings? Double payment?

The painting did not spontaneously appear out of nowhere.
An artist drew it. Someone made it into an in-game painting. A few people discussed the overall look and size of it. Other people discussed the timing of when it would appear. And other people had to set up the item on the store.
It has cost, and you are paying for that cost with your subscription.
Today too many people seem to not understand that games cost money to produce. They don’t seem to understand why chapter updates cost money, or items in the store should not all be given to them for no extra cost.

I've been playing on and off since launch and I don't think you want to bring history into this one.
At launch the subscription included access to all content. Including DLC.
Then later they decided to start making subscribers buy DLC instead.
Which is why ESO has the confusing chapter / DLC distinction. Instead of admitted they changed what subscribers get, they renamed some DLC "chapters".

If it was a promotion like "Buy this car, get a trunk space and tires for free", yes, they're not free (as they were probably added to the car cost).

So they are a wonderful thing that ZOS added for FREE.
If you buy that car with a big engine and 10 years later the car seller gives your tires and you don't have to pay extra for them, yes, they are free.
See it as you want, it's your opinion, and I obviously do not share it at all.
I started playing at beta, they used to hand out gifts to subscribers quarterly(?) (tiger mount, etc) to encourage players to stay subscribed, this is just a spinoff from that.
Also, I may be wrong, but houses were not a thing during year one of eso.

You don't have to pay to get it. You have to qualify.
