Overload does not toggle off when not enough ulti and unable to LA

What is happening?
When using Overload ultimate and you no longer have enough ultimate charges, Overload does not toggle off automatically.
Additionally, you are also not able to light attack.
How to reproduce?
Unclear why this happens but I get this very frequently in pvp, and more frequent with larger fights.
This is similar to another observation where I have commented here where unable to LA even when enough ulti charges:

Expected behaviour?
If not enough ultimate chargers overload should toggle off automatically.
If not enough ultimate chargers user should still be able to use LA.
Workaround?
Toggle overload off by pressing ultimate.
