But I agree with the original post. Werewolf's passives alone aren't enough of a boost to make them viable against an entire Class and their weapon passives.
Without weapon passives, Werewolf can currently hit about 107k DPS on the trial dummy using the same meta equipment as everyone else.

Other playstyles can get upwards of 120k-130k DPS using the same sets, with or without minor mistakes. They have access to Class skills, weapon passives, and so many more abilities than Werewolf players do.
Given that to be optimal in PvE as Werewolf you have to not only spam Howl of Agony in front of the boss where the tank is, have no less than 100% Health to keep 100% uptime on Hircine's Rage for resource recovery and Major Berserk, and you have to manage your Werewolf Transformation timer while conserving your limited magicka pool for emergency heals, I'd expect Werewolf to pull competitive numbers — but it doesn't.
I'm really sorry to keep pinging you about this, but could something be said about the state of Werewolf and its place in ESO as a whole? It's forgotten nearly every patch, presumably because it's not a "normal" playstyle like the 7 Classes are. Werewolf players won't even be able to use Scribing skills because none of them were made for the Werewolf skill line, and Werewolf can only slot Werewolf skills.
