It ain't your anniversary if you haven't been playing since April 2014 (and earlier for betas).
Additionally, more tickets have to be spent to get new achievements where spending tickets is THE only way to get the achievement. THIS would have been a really fun way to do this event by hiding cake slices throughout Tamriel; maybe find and talk with different people we've helped throughout the journey. But no, ZoS just stuck it behind event tickets and said "good enough" and maybe not so subtly hoped people would have to shell out crowns for extra tickets.

According to the anniversary news article they're spreading it out over 15 months, to cover both the original launch of the game and the console launch in 2015, so it's likely there will be more stuff coming later.
I don't know what of course, but if ZOS want it to be an on-going celebration it makes sense that they don't dump everything into the game at once, otherwise players would grind it out, get bored and burned out and forget the anniversary event was going on before it's even 1/2 way in.

Only if we buy the new expansion though. Something many of us who've been here since the start are getting less and less likely to do because we've seen how the content has decreased in quality and quantity so significantly lately. Everything "new" in the last few years is just reskinned versions of things we already had. Just look at the infinite archive. Nothing new there, just reformatted stuff from other parts of the game thrown in one pot to stew.
Yes, classic ZOS move. This event has been a real eye opener for me, between the poly bundle and the lousy chance for scraps they give us… I don’t like the way these events are headed, this time next year we’ll have to straight up purchase our “rewards” 😒👎🏻
