Why do players jump like monkeys in PvP?

I was strictly PvE but since I have nothing left to do on the PvE side (I already farmed all the sets I want) I started to play PvP during MYM. In the BGs, I saw ppl (not all, but a lot) were just jumping and jumping and jumping. Why? Is that a "I'm cool" thing? Let me know. I want to be hip like the PvP crowd. Thanks.

Its a fun thing. Have you ever tried having fun without jumping around? Its boring and no one pays attention to you then.

This. It's fun, it helps keep tempo like a metronome, and very occasionally it helps you get out of reach of melee enemies when you're stunned.

Outside of that, the only real benefit jumping has is carrying your momentum, but you don't spam jump for that - the input is a little more nuanced in that scenario.

I kind of picked it up as a habit back when I played. At this stage of the game however, it's not always a good idea. Yes it can make you harder to target for a more inexperienced player, but ESO being the buggy game that it is, jumping causes more issues for me now more than anything. For example it seems like if you jump and get stunned mid jump, breaking free takes slightly longer (I don't think it was always this way, it's only been a problem in more recent years). There's also some other jank in regards to jumping like the target out of range bug and having skills not go off properly.

It had no drawbacks that I remember in the early days. Now against experienced players I see it as a bad habit left over from the early days, I actively try to avoid it.

It's wild to me that people are equating it to exploiting.

That's weird, because there's no real benefit to it. And if you are hiding behind a rock and want to jump up and expose your head to siege or people pew pewing from the walls, well, that doesn't seem like an advantage.

The only real value I can see is in telegraphing your intentions. If a solo player, or a few people show up and start hopping around in front of a keep, you generally don't have to worry about it, because they don't carry and use siege for the most part. It's just folks looking for fights. It's the flat footed ball groups and zergs that run up to the door that are the real danger to you losing the map. ;)

Hit boxes in most games accurately incompass the player. When you jump the attacker may shoot at your legs and miss you. The same goes with ground AOE. The less time you spend in it the less damage. But I don't think it works this way in ESO. I'm not sure if the hit box moves vertically like it would in a first person shooter

This is a myth. Jumping does nothing to make you harder to hit outside of extremely rare circumstances with drastic height differences.

99% of players just use it as a way to keep tempo of their abilities and LA weaving.

It's not entirely a myth... There was a time when gap closers would not deal damage to airborne targets. I haven't had a gap closer whiff in a long time, so pretty confident they fixed it.

Gap closers also used miss a lot before they lowered the speed cap lol, those were nutty times.

    (A) They stare at their resources and buffs and are panicking lol… Usually can tell because they won’t stay on target if you constantly try to stay behind them.

    (B) They have no damage outside of their ultimate and have nothing else to do.

    (C) it’s somehow become apart of their rotation.

    (D) magsorc using their light attack ultimate

Well it all started many years back in Warsong Gulch. Overtime this habit spread to other games. Now it's here too. Players jumping randomly in the game especially in pvp.

If you tab target (not sure of the console equivalent) a jumping player, they are outlined in white and target locked. Shooting anywhere in the Z axis will hit them. The hit box in this game does not move up and down with the player. This is easy to test with a friend, if one is so inclined to to see for themselves.

That's kind of the default description on PC/NA. Somebody will call out "(x number of) Kangaroo Kids (or jumpy bois, bunny hoppers, etc) in front of (y keep)," and people looking for 1v1 or Xv1 know to go there for PvP, and map players know the keep is not in immediate danger.
