You sure, it doesn't show up on the character sheet on live either.
Everyone is a stage 3 vamp in pvp, so health recovery sort of moot.
Since ZOS is expanding the concept of adding healing to damage shields, started with Arcanist, makes sense to add more ways to negatively impact shields.
That was my point, Vamp is so powerful adding ways to buff health recovery wouldn't be a problem and maybe even add some incentive to not be a Vamp

With the exception of Battlegrounds, Sorcerers have a huge incentive to build into health recovery in PvP instead of running Vamp Stage 3. In Update 41, health recovery will be even stronger now that Defile doesn't affect it.

It's not possible but you can get 1000+ health per second w/ CP, Gaze of Sithis, Orzorga's Bear Haunch, etc without sacrificing too much as a Sorcerer. This is the equivalent of a persistent Hist Sap 5pc bonus which is good. You can go higher if you build full into health recovery but you lose too much damage if you go too far. There's a sweet spot between health recovery and damage.
