thieves guild tip board only sends me to ep zones

i wanna ask this before i send in a ticket since ive been away from the game for a few months. im grinding out the thieves guild skill line with quests from the tip board but ive only been getting quests in the ep zones. before i left it was random as to which alliance you could be sent to. im at tg level 7 now and ive exclusively gotten ep zones which makes it incredibly boring to steal from the same people over and over and over again. my toon is ep if that means anything here. is it a bug or a feature?

haelgaan✭✭✭✭✭feature. was always this way, thieves guild and dark brotherhood repeatable quests bias to your faction. i'm assuming they didn't bother to update this when they did One Tamriel.1
