Maarselok Double procs on DW Fully Charged Heavies

Maarselok is currently bugged on PTS where it creates two instances of Maarselok when you execute a fully charged heavy on someone/something.

Partial heavies only create one instance.

Game breaking bug on an already OP set. ZOS fix this asap plz

I can cross post it, historically it seems like those posts get less traction for PTS issues.
