There are already many classes that can reliably access the status effect, or increase the chance, such as Wardens-Glacial Presence, DK-Venomous Claw, NB-Debilitate. So it makes sense to lower the charged trait.
I also requested again that New Shattering spines be given overcharged on hit! Make Shattering spines more useful in PVE.

Yeah, burning and poison were also literally nerfed. It's odd.
Particularly because the changes are supposed to improve status effects with a direct damage component, which only makes sense if you apply them consistently and continuously.
When you apply Burning, you can at least think "okay, job done", and even extend the duration with Serpent's Disdain, but if you want to make use of the better damage from Concussed now ... you can't do that without a good proc chance. That means, Charged.
And Charged was already nerfed before. I find it even harder now to justify using Heartland Conqueror with Charged, going from 730% to 470% is really brutal. Especially when it was almost 1000% before.
What bothers me is the fact that, for example, precise and the more frequent critical hits are useful for all classes and combinations, while the nerf makes charged even more niche. But I'm just a casual gamer, I guess I don't understand the mechanics the way they're meant to.
