Sure it's strong but I wouldn't say overpreforming, I mean, lets do the maths
it does 4.3K per tick (with high end gear) and +90% damage per tick If you are willing are willing to spent 3 GCD building crux instead of doing higher than "eh" tier damage to gain 4 GCD for juicy damage, provided you do not have to block, dodge, bash, break free, deal with anything at all or do any mechanics other than laser, cuz if you do then, well, that's your damage wasted.
On a side note, I kinda gree with the sheild changes on the pragmatic fatecarver morph, as, well, it's a non-choice atm, the "damage" morph is junk tier at best, but, well, zos should have made the exshacting fatecarvet do +10% damage per tick, but removing the snare instead of nerfing pragmatic, that way it would at least feel good, ya know?
and this is entirely side stepping the issue that flail is overloaded af and zos didn't do a damn thing about it

Dont forget to multiply the dmg of fatecarver to ALL Enemies in front of you for example when you are fighting the reef guardian. The best DPS on Reef Guardian HM is 311k on Arcanist while the second best class is DK with 179k. On Vrol HM its even 233k to 193k and DK is an AoE heavy class, the next non Arcanist/DK Class is Templar with 177k.
Long story short, Arcanist is overperforming a lot in PvE content as DD and the nerf is right in place.
I was more hoping that other classes will get buffs, to get higher numbers like I mentioned above, but non of these changes will allow to be on par with Arcanists. The nerf is a start and more needs to follow to really balance the DD classes.
