In particular the "magic hum". It's used in a variety of places but you can hear it if you go to the Dragonguard Sanctum Wayshrine.

That addon doesn't work for all NPCs - eg there are two near the stables/ WS in Stormhold that cannot be muted. Drove me nuts when I was doing the then-150 Murkmire Prepper quests, to be the point where I'd ride down the road a way to avoid their stupid lines.

FCO ChangeStuff allows you to mute several hundred specific sound effects. Near the bottom of the addon’s in-game settings.
Idk if anyone recommended this addon yet, but there you go.
My addon FCOChangeStuff got a sounds list where you can click and play the sound to hear it (some are even muted by the game -> do not play a sound at al allthough they exist in the SOUNDS table) and blacklist it then so it won't be played any longer.
But that's ONLY UI sounds like book opened, menu opened etc.
We cannot control nor change any effects or overland nor any music sounds
