Can ESO comment if the drastic decrease in sneak bonus damage is a bug or intended?

Everyone that plays nightblade is commenting on how drastically lower the damage from sneak bonus is. It isn't even worth going in to sneak to attack the damage is so low. Even with Master Assassin which should increase damage from sneak, the bonuses from Khajit and Medium armor it is still 1/4 the damage it did in beta.
Is this an intended change or a bug in the system? I think a lot of us nightblades would just as soon reroll now if this is intended.

kitsinni✭✭✭✭✭I opened a ticket and the response said it isn't a bug so I guess it is time to reroll.0
