Duel Wield Attacks are STILL BROKEN

Myself as well as a few others have noted that Duel-Wield Heavy/Medium attacks are doing 50% normal damage. 1 light attack does more damage than a fully charged heavy attack. Can we PLEASE get a dev to own this issue? It affects both PvE and PvP!

    Unfortunately, it's not a bug. Or at the very least, they aren't literally broken. Dual Wield attacks are doing exactly what they were designed to do by ZOS.

    Whether it be intentional or through a massive oversight, ZOS went through a series of buffing and nerfing Light and Heavy attacks (this was back when they made a cap on LA damage), changing how Empower works repeatedly, and eventually we got to where we are now.

    It's fine if they want the overall dps of Heavy Attack spam to be less than Light Attack spam due to the resource return, but there is no reason a Fully charged Heavy Attack should do less raw damage than a light attack. On the same token, when a player with Empower heavy attacks a target that is Off-Balance, Heavy Attack damage is actually insane and completely worth spamming.

    The whole design is just overcomplicated and, with all due respect to the Devs, kind of dumb.

    In my opinion:

    - Remove the cap on Light Attack Damage. It's arbitrary. If ZOS wants damage to be shifted away from or toward LAs and HAs, just rescale them accordingly.
    - Make Heavy Attacks ALWAYS do more damage than Light Attacks, scaling linearly from slightly charged to fully charged. Different Weapons can have different charge times or different passives which can result in higher damage heavy attacks.
    - Either redesign Empower or get rid of it. I'm leaning toward just getting rid of it. (It went from it Empowers the NEXT attack (including abilities) by a little, to it Empowers the NEXT Light OR Heavy Attack a little more, to it EXCLUSIVELY and MASSIVELY buffs Heavy attacks during the buff window and ONLY in PvE. It's existence is likely a contributor to why Heavy Attacks currently make no sense. With all due respect to the Devs, it's obvious ZOS doesn't know what to do with Empower. Just remove it as a variable altogether so you don't have to worry about it anymore and just rebalance Light and Heavy Attacks as mentioned above.)

    You have the 70% empower buff allowing lightning staff heavy attacks to land ranged, AoE heavy attacks for 40k plus against other players through the tri-focus passive.

    Meanwhile, you then have dual wield heavy noodle attacks being as they are right now.

    Meanwhile, still no fix for the oversight, or update on whether the current dual wield heavy noodle attack damage is actually intended or not either.

    If it is intended then this is not balanced! 7 m attack that forces you to take risks vs. range. Risks have to have rewards or people will not take those risks. This is one of the reasons we have moved into a ranged meta where it's starting to become more of an FPS attack style!

    The heavies attacks in the game don't make much sense anymore.

    It's obvious Heavies should ALWAYS do more damage than light attacks on a per-attack basis, even if the DPS is technically lower. Meanwhile Lightning heavies get to be where they are.

    My noodle dual-wield heavies make me sad.
