Can't examine Psijic Map

I'm at the part where I have to examine the Psijic map. (Breaches on the Bay)

I have done this on another character so I am aware that a map is supposed to appear and then I need to examine it. No map appears.

I've tried abandoning the quest and reaccepting. I've tried logging out for over 15 minutes. Nothing is working.

    I know there is one part where the head Psijic Mage tells you to close the breaches, but his assistant in another room actually has the map. So check if you still need to get the map from another NPC.

    I just ran through every room and no map.

    I'm not sure if it changed or what happened exactly. I remember having to pick it up off the table when I did it on a previous character. However, it is now listed in Quest Items. You have to open it and examine it to continue with the quest.

    Something I found when I did the mission to recover the Augur of the Obscure from Wasten Coraldale is that immediately after you acquire the Augure, when he asks if you've got a map or something and you get the 'press E to use the map' pop up, you must use the map there. If you move out of the area, the prompt will disappear -- and you will be unable to progress that quest; if you go to any breach location, the Augur will be silent, you can't use it to make the breach more visible, and there will be nothing at the breach location.

    In order to fix the problem, you need to go back to Wasten Coraldale, and go to where you picked up the Augur; you will get the prompt to use the map again. If you use the map right there, it updates the mission, and you'll be able to progress it normally (and because you don't have to get Curtaros to come back with you as you do if you picked up the quest from his daughter, you can just quick-travel to a house, like the Golden Gryphon Garret, to get out).

    Years later and I can't pick up the Breaches of Frost and Fire map. Nor does it appear in my quest inventory. Have had no trouble with 11 other characters. Could it be that I need to advance further in the main Arteum story line for it to become accessible?

    That was it. I needed to complete more of the story line to be able to use the map. After I did the map was in my quest inventory.

    To anyone that gets here looking for help with one of the most bugged quest in the game...the talking skull

    The following is based on my runs throught this quest many times since Summerset was released.
    Don't for get the map in the room where you get the quest.
    If you run through mobs to get to the skull chest, get out of combat and drop all the mods nearby before opening the chest.
    If get jumped by a mob while looking at the map it may break the quest. Then you may have to abandon the quest and start over.
    Porting out of the area may break the quest.
    Using the boat has always worked.
